Company profile

The district of Heidekreis is part of the metropolitan regions of Hamburg and Hanover and covers a large part of the Lüneburg Heath. With around 137,000 inhabitants in 12 towns, municipalities and joint municipalities belonging to the district, as well as the municipality-free district of Osterheide, the district has a diverse portfolio of tasks which are managed in 7 specialised departments. With more than 540 employees, the Heidekreis is responsible for a budget volume of around 290 million euros.

Starting position

In addition to the wide range of tasks in the area of social welfare (SGB XII), the Heidekreis, as an option municipality, is also responsible for benefits in accordance with Social Code II (unemployment assistance). With an expenditure volume of around 130 million euros, the transfer payments granted in these areas account for around 45% of the district’s total expenditure. This always requires transparency regarding the corresponding benefit areas. Before the introduction of LÄMMkom ANALYSE, the necessary analyses and reports had to be created manually and processed in a time-consuming manner. Due to a lack of standards in reporting, it was also necessary to constantly validate the compiled data and check its reliability.

Objective

With the introduction of a business intelligence software, the Heidekreis intends to increase the efficiency of the entire controlling process. Managers and politicians should be able to be informed about the status of decision-relevant key figures at any time. The controlling department should also be able to create special analyses (ad hoc analyses) at short notice and with little effort. Insight into the development of costs and case numbers for the individual types of assistance over the course of the year should provide greater transparency regarding the provision of services and enable special developments to be recognised at an earlier stage.

Client solution

In 2014, linkFISH carried out a project to introduce the standardised business intelligence solution LÄMMkom ANALYSE.

The scope of the project covered the integration of both SGB XII benefits and unemployment benefits in accordance with SGB II (basic security for the unemployed). Due to the preconfigured LÄMMkom ANALYSE business intelligence solution, it was possible to implement and commission the system within just a few weeks. Since then, the Heidekreis district has benefited from daily updated management information from the provision of assistance in accordance with SGB II and SGB XII.

In addition to a reporting portal for both legal areas, in which the most important key figures and information are compiled, targeted analyses and ad hoc reports can be produced by the controlling department. Due to the MS Office integration provided, these can also be made available to other users such as managers, politicians and individual processing teams at the click of a mouse.

In-year case numbers and cost trends by type of assistance, insights into the social structure within service areas, or aggregated information on placements, measures, and sanctions under SGB II – with the use of LÄMMkom ANALYSE the Heidekreis gains

Municipal social service providers also face particular challenges in the area of migration and refugees due to the developments of recent years.  LÄMMkom ANALYSE provides the Heidekreis with reliable information at all times on the current inflows and outflows of people entitled to benefits, the social benefits granted or the transitions to the legal area of SGB II.
